Mozambique: Prisoners escape while being transferred

Two Mozambicans charged with bribery and corruption by a New York court may be arrested if they leave the country.
The two would have received $45 million of bribery.
Former finance minister of Mozambique Manuel Chang was arrested earlier in South Africa and will have a hearing on Tuesday in a South African court that will decide on the extradition request.
The US judicial authorities have issued an international arrest warrant against all the accused.
This means that the two Mozambicans whose names are printed on the document detailing the allegations are included on this list and will be imprisoned wherever they go.
Three others of various nationalities were arrested in London and the fourth in New York.
Although the identity of the Mozambicans sought by the US justice system is unknown, the indictment indicates that both have received payments of millions of dollars.
The two allegedly jointly received $45 million in five separate payments.
Since names are erased when the payments are detailed, it is impossible to know the specific amount that each one would have received.
On the other hand, the identity of three other Mozambicans who have not been indicted but also received millions of dollars in bribes is yet to be known.
“Co-conspirator 1” is identified as “an individual… who was involved in obtaining the approval of the Government of the Proindicus project”; the “co-conspirator 2” is “a relative of a senior official of Mozambique”; and “co-conspirator 3” was “a senior official of the Ministry of Finance of Mozambique and a director of Ematum.”
At the time, the chairman of the Board of Directors of Ematum was António Carlos de Rosario, but it is unclear whether or not he is the co-conspirator 3.
