The Mozambican Public Prosecutor’s Office has filed an indictment against former minister of Transport and Communications Paulo Zucula and architect and businessman Emiliano Finochi in a corruption case involving the Brazilian construction company Odebrecht, the entity announced today.
A press release from the Central Office for Combating Corruption (GCCC), which assumes the jurisdiction of the Public Prosecutor’s Office in such crimes, states that on Wednesday it submitted the indictment to Maputo Judicial Court for trial.
Paulo Zucula and Emiliano Finochi are accused of passive corruption for illicit acts and money laundering. The GCCC refers to the “involvement of several leaders” in the case, in addition to Zucula, but does not name them.
The defendants are accused of receiving bribes from Brazilian company Odebrecht regarding the construction of Nacala International Airport in northern Mozambique and the Beira Coal Terminal in the centre of the country.
Zucula, who was minister for Transport and Communications between 2008 and 2014, has been detained since the 6th of this month, while Emiliano Finochi was released on 20 million meticais bail (about EUR283,000).
In March, Zucula was sentenced to 14 months in prison commuted to a fine after the court found him guilty of having unduly ordered the payment of compensation to members of the Mozambican civil aviation regulator (IACM).
The former minister also stands accused in a corruption case involving the sale of aircraft to the Mozambique Airlines (LAM) by the Brazilian manufacturer Embraer.
