Mozambican president Filipe Nyusi announced on Thursday in Maputo that he had already opened a dialogue with the new leadership of the Mozambican National Resistance (Renamo), the main opposition party, on the process of decentralisation in the country.
“I have started the process of dialogue with Renamo’s new leadership and I hope that the decentralisation package will be finalised as soon as possible,” Nyusi said at a banquet given for his Ugandan counterpart, Yoweri Museveni, who has been visiting Mozambique since Thursday.
The Mozambican head of state pointed out that the implementation of the decentralisation process would imply changes in the constitution, and also that he had been holding direct talks with Renamo leader Afonso Dhlakama, who died on May 3.
“We took dialogue as a method, a pragmatic approach to building a future of prosperity for the Mozambican people, from a human perspective and with deep respect for the lives of Mozambicans who remained at risk,” he said.
Following Dhlakama’s death, Renamo is being run, on an interim basis, by Ossufo Momade, head of the Department of Defence and Assembly of the Republic deputy.
Filipe Nyusi and Afonso Dhlakama had agreed on a proposal to amend the constitution to extend decentralisation in Mozambique, considering the step essential for the maintenance of peace.
The Ugandan president began a three-day state visit to Mozambique on Thursday with official delegations from both countries signing a cooperation agreement on Thursday in the areas of natural resources, agriculture and livestock.
The two governments also signed a memorandum on political and diplomatic consultations.
