Steady growth in Mozambican economy, says PM

The Mozambique government has approved a set of rules for managing the 2018 State Budget, a spokeswoman announced after the Council of Ministers’ first meeting of the year.
“The decree establishes rules and competences on the mobilisation and channelling of revenue for the state’s coffers, multi-level budget management and control measures, among other procedures,” Ana Comoana said.
Approved at yesterday’s meeting, the decree also assigns powers to make budgetary changes to members of state organs and institutions.
The decree is intended to “operationalise the activities within the legally established limits for their respective areas of jurisdiction and regulate the budgetary management competences at the different levels,” according to the meeting’s final communique.
The rules are a complementary part of the 2018 Budget, which provides for expenditure of 302.9 billion meticais (EUR 4.2 billion) with a deficit of 80.1 billion meticais (EUR 1.1 billion ), which corresponds to 8.1 percent of the GDP – 2.6 percent less than the projection for 2017.
The document was approved by the Assembly of the Republic on December 12.
Scrupulous compliance of rules in public accounts has been advised by partners following the scandal of US$2 billion in debt contracted by three public companies without the knowledge of parliament and international donors between 2013 and 2014.
