Mozambican Attorney-General Beatriz Buchili, in her annual report to the country’s parliament, the Assembly of the Republic, said that prosecutors are investigating the allegations made by Mozambican refugees in Malawi that they fled across the border because of abuses committed by the Mozambican defence and security forces. But, because of the military tensions in the border area, the investigation had stalled.
Similarly with the case of bodies found dumped in the bush in Macossa district, in the central province of Manica. Prosecutors have accepted the police version that there were 11 of these bodies, which the police buried because of their advanced state of decomposition. However, journalists who visited the area said they had counted 13, or even 15, bodies.
Whatever the true number, these are murder victims whose identities are unknown. It is also not known who killed them or why. Prosecutors opened a murder file against persons unknown – however, Buchili said the investigations were being hamstrung by the security situation.
“The military situation makes it impossible to carry out all the necessary measures”, she said. The investigations in both cases could only be completed when calm returned.
