Mozambique: Orange warnings due to rain and drought

An intense category 4 cyclone called Dineo is expected to lash the provinces of Inhambane and Gaza as of today, with winds up to 200 kilometers per hour and heavy rainfall over 100 millimeters in 24 hours.
A level 4 cyclone represents extreme danger to people’s lives, with large-scale destruction of houses and huge crop devastation.
Provinces and districts affected
The districts of Zavala, Inharrime, Morrumbene, Homoíne, Panda, Maxixe, Massinga, Vilankulo and the city of Inhambane, in Inhambane province, have been identified as areas of risk that will be most affected by the cyclone between today and Saturday, alongside Bilene, Chókwè , Guijá and Manjacaze, in Gaza province.
The Emergency Operations Centers, the Provincial Technical Councils for Disaster Management and local risk management committees have been activated and are in permanent readiness.
The population living in the risk areas is being urged to withdraw to safe areas.
The spokesperson for the National Institute of Disaster Management, Paulo Tomás, said that due to the situation, INGC has begun moving and prepositioning material and human resources to meet possible needs in the areas of risk and that safe routes of evacuation have been identified at local level.
In this situation, it is recommended to be constantly vigilant, follow the warnings and strictly follow the uthorities instructions, said Tomás.
Meteorologist Acácio Tembe of the National Meteorological Institute has clarified that Inhambane will be the worst affected province. An INAM team went to Inhambane yesterday to monitor the situation.
The city of Maputo will record rainfall between 35 and 50 millimeters in 24 hours and not very strong gusts of wind from tomorrow, Thursday.
The National Directorate for Water Resources says that in view of the weather forecasts the Inharrime, Mutamba, Inhanombe, Govuro and Limpopo basins are expected to increase hydrometric levels, which may affect some roads such as the Lindela to Inhambane, in the Mutamba basin, and Mubalo to Macavane and Litlanga to Chinginguire, in the Inhanombe basin.
Floods and Electricity
Floods in the cities of Inhambane and Maxixe and in the villages of Massinga, Vilankulo, Inhassoro, Inharrime, Nova Mambone and Machanga are also foreseen due to the accumulation of rainwater.
Electricidade de Moçambique recommends that the public switch off electric panel boxes in case of disturbances in the electricity supply, avoid handling metals during the storm and if the water tends to reach electric outlets, people must switch off the circuit breakers immediately, move away from the poles and cable transport lines and prepare alternative lighting sources.
Other recommendations issued by CENOE include reinforcing the roof of homes, protecting windows and glass doors with hardwood or metal sheets and making sure that family, especially children, elderly, sick or disabled people, are safe.
It is also recommended to reserve food and water and remove any loose objects or materials which may cause damage during high winds.
