Foreign nationals working in Mozambique must provide documentary evidence that they are enrolled in a social security system in another country in order to avoid being obliged to contribute to Mozambique’s National Social Security Institute (INSS).
This is one of the stipulations in the new Mandatory Social Security Regulation for employees that came into force in Mozambique this week, which specifies that foreign citizens, in order not to be required to enrol in the INSS, must prove that they are covered by the social security system of another country through the presentation of supporting documents “either authenticated by the Mozambican consular services in the country of origin or declared to be in conformity with the formalities of the issuing country by a competent authority”.
In the previous regulation, now repealed by Decree 51/2017 of 9 October, no evidence of such enrolment was required.
