EGPAF is recruiting a TB Technical Advisor to Maputo in Mozambique.


ELIZABETH GLASER PEDIATRIC AIDS FOUNDATION (EGPAF), Mozambique Office works closely with the US Government team and the Ministry of Health in Mozambique, including provincial and district health teams to support Integrated HIV Clinical Programs in two provinces ; The Foundation's approach is to support the Ministry of Health in increasing access to family-centered PMTCT and care and treatment programs; In line with the Foundation's mission, the program aims to ensure the inclusion of children and ensure their access to quality prevention, care and treatment services

The TB Technical Advisor has primary responsibility for collaborating with MISAU and other partners in the development of the TB strategy and to operationalize the interventions of this strategy in the Provinces, Districts and Health Units supported by the EGPAF
The position is responsible for training the Provincial teams of the EGPAF: Clinical and Program Official Advisors, so that they are able to provide technical assistance to DPS and SDSMAS teams and health personnel in the Health Units to ensure a comprehensive and quality access To TB Clinical Services
Participate in MISAU technical working groups and with other partners and provide technical assistance for the development of strategies, policies, procedures, standards, manuals, technical materials / national instruments, in particular for TB care and treatment
Participate in the development of strategies for TB / HIV / TB and in the elaboration and revision of the annual plan of the headquarters and provinces of the EGPAF that underpins the plan of activities of TB of MISAU
Provide technical and programmatic support to the EGPAF technical team to implement the comprehensive Care and
TB treatment and high-quality service transfer system in accordance with the NMCP PNCT guidelines
Ensure the provincial implementation of the EGPAF national TB control program, ensuring access to quality clinical services
Identify needs and coordinate training on TB diagnosis and treatment for EGPAF provincial teams: Clinical and Official Program Advisors
Work with Provincial teams to establish the flow within the Health Units in order to strengthen the links between services and to ensure access to continued care
Ensure the integration and planning of the collaborative activities of HIV care and treatment services with TB at the level of DPS and SDSMAS
Support the provincial teams in the integration of services of the National Program to Combat TB with SMI and APSS
Support provincial teams in implementing innovative measures that contribute to increasing access to TB diagnosis and treatment
Support the provincial teams in establishing a referral system between the reference US and the peripheral US in order to ensure patient follow-up
Ensure the quality of PNCT services in Gaza Province through supervision visits and technical guidance
Ensure technical support to provincial teams in linking PNCT in the health unit with community services
Collaborate with a multidisciplinary team: Technical Adviser for PTV / Pediatrics, Technical Advisor for Psychosocial and Community Support Area and Monitoring and Evaluation team, to subsidize the EGPAF Technical Directorate
Evaluate training needs and develop the capacity of the EGPAF provincial team through training, supervision and training in supporting, monitoring and evaluating integrated TB / HIV care programs
Conduct mentoring to provincial clinical assessors and provide scientific updates related to TB and its implications for program implementation
Support in the follow-up of the progress of the health units through training supervision visits and preparation of the reports of the National Program to Combat TB in collaboration with MISAU
Contribute in the preparation of periodic reports to be reported to donors and provide timely feedback to districts and provinces on the program
Contribute to operational research (public health assessment) to assess effectiveness and identify lessons learned and best practices from the TB control and treatment program


Bachelor in Medicine
Master of Public Health or another relevant master's degree will be an advantage
At least 3-5 Years of clinical experience in Tuberculosis with excellent knowledge in care and treatment of HIV-infected adults and TB and management of the HIV and TB program in resource-limited settings
Skills and knowledge in monitoring and evaluation (quantitative and qualitative methods) of HIV and Tuberculosis programs
Skills and knowledge in program design and management, including institutional capacity building and strengthening of health systems
Experience in staff training, supervision and monitoring
Ability to work in a multidisciplinary team
Oral and written communication skills
Proficiency in Portuguese and English (oral and written)
Knowledge of Microsoft Office applications (Excel, Word, PowerPoint and Outlook)
Knowledge of principles and practices governing US government grant programs will be an advantage
