EGPAF is recruiting a Clinical Care Advisor and Treatment for HIV / TB for Gaza in Mozambique.

Description

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) works in partnership with the Ministry of Health to support the Vertical Transmission Prevention (PMTCT) and Antiretroviral Care and Treatment (ART)
The mission of the Foundation is to ensure the inclusion of children by preventing the transmission of HIV from the mother to her child and guaranteeing them access to quality services
Functions

The Clinical Advisor for HIV / TB Care and Treatment has primary responsibility for collaborating with DPS and other partners in developing the strategy for the HIV / TB Care and Treatment Area, as well as operationalizing Province, Districts and Health Units supported by EGPAF
Responsible for training the District Officers of the EGPAF - Program Officers - so that they are able to provide technical assistance to SDSMAS teams and health personnel in the Health Units to ensure comprehensive and quality access to HIV care and treatment services /ALSO
Participate in the Technical Working Groups of the Province with other partners and provide technical assistance in the implementation of national strategies, policies, procedures, standards, guidelines and instruments on HIV / TB Care and Treatment
Participate in the preparation and review of the DPS and Districts Annual Plan of Care and Treatment for HIV / TB, supported by the MISAU activity plan
Provide technical and programmatic support to the EGPAF technical team to implement the comprehensive package of HIV / TB Care and Treatment and a high-quality service transfer system in accordance with the guidelines of the National Program to Combat STI / HIV / AIDS and the NACP of MISAU
Ensure implementation at provincial level of National Programs to Combat STI / HIV / AIDS and PNCT, ensuring access to quality clinical services
Identify needs and coordinate training on HIV / TB Care and Treatment for Program Officers
Work with the district teams to establish the flow within the Health Units in order to strengthen the links between services and to ensure access to continued care
Ensure the integration and planning of collaborative activities of HIV / AIDS care and treatment services with TB care and treatment services at DPS and SDSMAS level
Support the district teams in integrating services of the National Program to Combat STI / HIV / AIDS and PNCT with the services of the SMI and APSS Programs
Support district teams in implementing innovative measures to increase access to STI / HIV / AIDS and TB diagnosis and treatment
To support the district teams in the establishment of a referral system between the reference US and the peripheral US, in order to guarantee the follow-up of patients
Guarantee the quality of the services of the National Program to Combat STI / HIV / AIDS and PNCT in the province of Gaza, through supervision visits and technical guidance
Ensure technical support to district teams in linking HIV / AIDS and TB services in the health unit with community services
Collaborate with a multidisciplinary team: PTV Advisor, Technical Advisor for Psychosocial Support Area, Advisor for Strengthening Health Systems, Laboratory Advisors, Pharmacy, Community Officers and Monitoring and Evaluation team to support the EGPAF technical direction in the province and a Nacional level
Assess the training needs and develop the capacity of the EGPAF district teams through training, supervision and training in supporting, monitoring and evaluating integrated TB / HIV care programs
Participate in the provincial planning and coordination meetings of the National Program to Combat STI / HIV / AIDS and PNCT
Support in the follow-up of the progress of health units through training supervision visits and preparation of the reports of the National Program to Combat STI / HIV / AIDS and PNCT
Contribute in the preparation of periodic reports to be reported to donors and provide timely feedback to districts on programs
Contribute to quality improvement and the Leadership Development Program in the different Health Units by identifying lessons learned and best practices from the STI / HIV / AIDS and TB Program

Requirements

Bachelor in Medicine
Master of Public Health or another relevant master's degree will be an advantage
At least 3-5 years of clinical experience in STIs-HIV / AIDS and Tuberculosis
Excellent knowledge on Care and Treatment of people infected with HIV and TB and management of HIV and TB Programs, in resource-limited settings
Skills and knowledge in Monitoring and Evaluation (quantitative and qualitative methods) of HIV and TB Programs
Program management skills and knowledge, including institutional capacity-building and strengthening of health systems
Experience in staff training, supervision and monitoring
Ability to work in a multidisciplinary team
Oral and written communication skills
Proficiency in Portuguese (oral and written)
Basic knowledge of the English language is an advantage
Knowledge of Microsoft Office applications (Excel, Word, PowerPoint and Outlook)
